I would assume its safe to a degree, i mean technically just glass inside glass..or a plastic tank inside glass...Either way in my opinion the only problems i see with this is twice the glass surfaces to clean, and you got to take care not to drop something into the other inside of it. I would also assume that if the inside tank isnt set up to get good flow it could cause some stagnation and a place for waste build up. Other than that it would all be a matter of preference and what you intend to house.
Now I will say this would be a good way to house a bunch of shrimp either for bait shrimp to feed the rest of the tank or separate colonies of good shrimp to keep them from mixing.
