    Yes of course- match the tones, not just colour- tone and manner.
    A scape with solitude in mind will not look nice with candy cane coloured CRS.
    Something happy with bright small leaved plants would look good with some CRS in it.

    However it should not be so many in number till it distracts.
    I like to keep cherry/sakura/fire reds shrimps in my tanks. I can hardly see them as the fishes keep their numbers in check. I like the fact that they breed so I don't need to replenish.

    Yes as long as it is safe for them. CRS are beautiful little creatures and really complement nice planted tanks.
