A new popular Vote is been introduced by ADA for this year IAPLC. It was not in the original conditions. It's something new. I just received the e-mail from ADA about it. There is the text from that e-mail.
This is where any real contest rule will become untraceable. Now the whole world can vote. I don't see the point in this contest anymore.

"The 2nd grading stage of the International Aquatic Plants Layout Contest 2012
was close on July 31. Thank you for your participation in the online voting.
Based on the result, the Top 100 layouts will go to the 3rd grading stage:
grading by the contest juries in the world and voting by the Nature Aquarium
Party participants. We will wait and see the final rankings decided at the
    Nature Aquarium Party in October.

In the meantime, ADA starts the online popular vote from Monday, August 6.
We want you to jump-in to this new event and enjoy the contest with us. You
don't need to be a contest participant to cast a vote. Anyone who is able to
access to the IAPLC official website can participate in this popular vote. As in
the 2nd grading stage of the contest, the subject of the popular vote is the
Top 200 layouts. Please give a "click" on your favorite layout! You can also
check the voting results in real time on the website. The result of the online
popular vote won't be counted toward the final rankings. But, it will be
definitely interesting to follow the result and see if the winners of the
popular vote will ensure their victory in the contest final grading stage. Let's
see how the popular vote result will turn out at the Nature Aquarium Party!"

    May be! Who knows.

One can use a shield program to assign every time a new ip address and vote forever for him self or some friend. No one will ever know.

I think it will benefit ADA business very well. Perhaps us and the hobby as well making it more popular.

All seems a bit watered down this year to me, I think they're listening and they're trying to make it the best they can, I'm sure the format will change again next year, it doesn't benefit a company to be seen to be allowing cheating regardless, be it shopping or other.

I also think so, and I appreciate them heartily for being receptive, if so is the case.

My wife was just testing the popular vote web site and it turn out that everybody can vote as many times as they like for their own pictures or for which other picture they choose. Anyone can also vote even for all of the 200 pics if they want to do so.
That's real rubbish. no limits, no control. What kind of voting is this?

I just saw that #65 from TOP200 that have been exposed all over the internet for Photoshop cheating is currently ranking place 9 in the public vote. This is the disgrace that I am talking about.
This is why I don't approve of this kind of vote.
