    I think that's eleocharis parvula or Dwarf Hair Grass

    its actually about 3-4 inches tall

    parvula doesn't get that tall. It is very difficult to tell from the photo and without any size reference. My guess, if 4 inches tall would be Eleocharis acicularis

    parvula also tends to bend as it grows taller

    We agree its Eleocharis but what variety??? Do what many LFS's do name it them selves.
