photo of would be great. What is your tank dimension? Is the leaf cover by brown algae or the leaf rotting?

You can try introduce otocinclus, it will help to clean up brown algae.

I notice you did siesta 3.5 - 2 - 3.5, 3.5hours might be too short, try to increase it to at least 4 hours at a time.

What is your co2 timings? Siestas are notoriously old hat these day and are much more trouble than they're worth as a general rule. Best to get your co2 timings in order as I suspect this is the origin of the problem. What is the algae presumably bba?

Your lighting is fine in terms of power my suspicions are that it's the timings that are throwing everything out, much better to just have the lights on for 6-10 (8 being my preference) hours straight.

I'm afraid neither of these things tell me much of anything, bps isn't a universal measure, I assume you're using 4dkh in your drop checker?
I suggest running a solenoid on a time, this way you can get much more co2 into the water during the photoperiod and replacement rates can be higher because the co2 level isn't in constant decrease during lights on.

Can you post a picture, it's hard to diagnose if we don't know what we're dealing with.
