Default Is there a difference between ppm and mg/l?

Is there a difference between ppm (parts per million) and mg/l (milligrams per liter)? Everywhere I have looked said they equal the same amount. Is this true?

If its a solution in water there is no difference since 1ml water weighs 1gram.
If the solution has another density than 1 there is a difference.

I know this thread has been dead for awhile but I am curious.

sure mg/l is 1ppm but that would be mass based.

for a ppm based on ions or molecules, wouldn't you have to adjust for the mecular weights?

If so how?
