I'm thinking if the Phyllanthus fluitans covered the surface completely limited light would get through. Anubias, ferns and crypts would do okay, but would not thrive. Even if you increase the lighting, it's like having a blanket over your head and someone shining a big bright flashlight at you. You won't be able to see the light in any decent intensity.

Now if you have the Phyllanthus fluitans covering about 50-75% of the surface and water movement keeping them moving at times, I say you'll be perfectly fine growing those species underneath the cover.
