Mike you've done your research, and it looks like you're on track. I personally don't like snails so I would go without them. For shrimp I don't know if any South American varieties are readily available, but you can't go wrong with a colony of cherry shrimp (population grows/declines on its own) or about 20 or so Amano shrimp.

Also, biotope aquariums seem to have a different requirement for the number of plants needed to fill up space. It seems like it's based on tastes. So in the end it all depends on what pleases you. To me it looks to be the bare minumum, but most of the plants you listed are stems and can easily be proprogated. I don't know to much about biotopes so maybe others will comment on your plant selection.
