I'm not sure that i understand coretly your question (sorry my english isn't good).
In my open top tank Bolbitis grow emersed like crazy. From my experience when space in water is full of bolbidis he start grow emersed....or I could say he grown ONLY emersed . From big ROOT in water start grown "stalk" and when he touch surface then start grown emersed leaves. I mean leaves don't grown submers and after time become emersed but at start he grown emersed above surface. Once a week I cut 3-6leaves - of course much smaller than on pictures. The bigest one grown in tank corner when light isn't so powerfull. In center light is strong and leaves are dry.
